Internal Audit Facilitation Service

Strata provides our highly-trained and experienced Lead Auditor to tailor and facilitate your audit process and provide independent validation of EHS performance. Our approach to internal auditing takes advantage of your internal EHS Staff to complete field observations, employee interviews, and compliance record reviews. This approach develops your team’s confidence and leaves them with additional tools and capabilities that reduce your reliance on outside assistance.

  • Strata’s Lead Auditor will complete all preliminary reviews, regulatory research, logistical planning, and Audit Team preparation/training.     • Review applicable Information Collection Request (ICR) letters; Permit-By-Rule (PBR), federal/state/local regulations, permit requirements; engineering improvements to identify the necessity for the stack testing.

    • Provide various support for stack tests, i.e., pre-test meetings, notifications to appropriate agencies, develop checklists for protocol, test schedule and data collection.

    • Develop RFP per permit, federal regulations, or engineering study requirements.

    • Review proposals/provide recommendations from qualitative and economic perspectives.

    • Provide step-by-step guidance on stack tests conducted.

    • Develop and perform QAQC procedures, establish data control (daily calibration, CD and Linearity tests), audits (RATA and CGA), and maintenance (periodic and troubleshooting) for compliance demonstration of CEMS.

    • Support and train facility personnel in CEMS maintenance and QAQC programs.

    • Perform periodic or scheduled audits to identify data deficiencies or provide assurance of continued compliance for CEMS.

    • Review DAHS emissions calculations and data replacement procedures.

    • Evaluate and troubleshoot the entire CEMS program (equipment, DAHS, data control, records, training, and QAQC manual).

Examples of Strata Compliance Work

  • Strata staff developed the Leak Detection and Repair (LDAR) program for a new ethanol plant and hydrocarbon fractionation facility. This included identification and classification of pumps. Valves, etc., and determination of the type of service for potential sources . Strata staff developed the sampling procedures, selected the sampling equipment, developed the data base to store and archive the sample results, and complete all required reports and other documentation associated with the system. Strata staff also provide regulatory support during air inspections and audits, and works with onsite staff at the facilities to rectify any deficiencies noted and maintain the system.

    Strata staff developed the Greenhouse Gas Monitoring Plans at various facilities, following the recently promulgated Greenhouse gas regulations. Facilities have included ethanol plants, hydrocarbon storage facilities, nitrogen plants, a salt production facility, and numerous other facilities such as terminal and compressor plants. Strata works with facility staff to update the plan as needed, and prepares required reports and other documentation for submittal to the regulatory agencies.

  • Strata has a long and productive history of compliance managements, ranging from providing environmental compliance managers with general support to providing compliance management staff to fill the chair. Strata has a number of staff that have been employed as environmental compliance managers in private industry, and as such are uniquely qualified to act in that role. Strata has provided compliance management personnel to serve in the hydrocarbon storage industry, at nitrogen plants, ethanol plants, and salt production facilities. In that role, Strata is responsible for managing all elements of environmental compliance, creating the compliance management system to executing all elements of that system. This includes completion of all required reports, routine and non-routine, interaction with regulatory staff, corporate staff, onsite staff, and management.

  • Strata staff has provided services for a number of RCRA sites in Kansas, three of which are briefly presented below.

    Dodge City Nitrogen Plant

    Strata has worked with the client, KDHE and EPA Region 7 to provide investigative and remedial services on this project for a number of years. Contaminants of concern include chromium and nitrogen. Following initial investigation remedial options have been implemented at the site

    Calista Compressor Station

    Strata has been providing services since 2003, when the original Part B Permit Application was re-worked and updated. Strata staff worked with the client, KDHE and EPA Region 7 staff to complete the Part B Permit, with PCCOP and SAP revisions.

    Furley Closed Waste Site

    Strata worked wit the client to update the existing Part B Permit for this facility at the time of Permit renewal. As part of this effort, all elements of the Permit were subject to review. The new Permit included plans for future remedial work , a revised compliance monitoring network, new compliance requirements, and revised ACL’s. Upon approval of the Permit. Strata worked with the client, KDHE, and EPA to implement the elements of the new Permit.
